UL and CE marking
A UL certification mark relates to the scope of an independent certification programme. CE marking is the manufacturer's declaration that the product meets applicable EU legislation requiring that marking. Neither automatically establishes compliance with the other. The correct route depends on the product, its use and the target market.

What is UL certification?
UL Solutions provides testing, inspection and certification services. Its certification marks identify products evaluated under a defined programme. Always check the particular mark, product identity and certification record rather than treating every UL-related symbol as the same approval.
UL is one of the organisations recognised by the US Occupational Safety and Health Administration, OSHA, as a Nationally Recognized Testing Laboratory. Recognition has a defined scope of standards and activities; it is not a general approval of every product or test.
How are UL's activities organised?
UL Solutions provides commercial testing, inspection and certification services. Standards development and safety research are distinct activities within the wider UL organisations.
For a product project, identify the service and certification scheme actually needed. A standards document, a test report and a certification granting use of a mark are different forms of evidence.
What does product certification demonstrate?
Product certification assesses a product against the requirements of a defined scheme. The evaluation may include tests, review of construction and documentation, and arrangements for checking continued production conformity.
Read the certification scope and any limitations. Certification does not mean that every possible use, risk or performance claim has been assessed.
The permitted mark and manufacturing arrangements are defined by the certification body. Manufacturers must keep certified construction and records consistent with the applicable requirements and report changes as required by the scheme.
Products and components covered by relevant UL programmes can include:
- Information technology equipment.
- Household and commercial appliances.
- Cables and wiring.
- Alarm and signalling equipment.
- Electronic equipment.
- Electrical components.
- Equipment for hazardous locations.
- Fire protection equipment.
Is UL certification legally required in the United States?
There is no universal requirement for every product to carry a UL mark. Some US workplace rules require approval by an OSHA-recognised NRTL, and installation codes or customers may specify certification. UL is one recognised provider, not the only one. Check the product, location, intended use and contract requirements.
What services does UL Solutions offer?
Services include testing, inspection, certification and related technical assessments. Their scope varies by product sector and programme. Confirm the required service directly with the provider rather than assuming a test report includes certification or permission to use a mark.
What kinds of certification are available?
UL Solutions offers programmes for products, facilities, people, processes and systems. These have different purposes and assessment criteria. They are not interchangeable steps that every product manufacturer must complete.
What is facility certification?
Facility assessments examine a defined site or installation against the selected programme requirements. They do not automatically certify every product made or used at that facility. Agree the applicable scope, evidence and inspection arrangements before commissioning the work.
What is personnel certification?
Personnel certification evaluates an individual's competence against specified criteria. It is not a general prerequisite for all UL product certifications, and it does not allow an individual to issue UL product certificates independently.
What is process certification?
Process certification evaluates specified processes against an applicable scheme. Product programmes may also require manufacturing controls, but a separate process certificate is not automatically required for every UL-listed product.
How does product certification work?
The certification body reviews the product, its documentation and the required test evidence against the selected requirements. If the assessment is successful and the scheme conditions are met, it authorises the appropriate certification and marking. The approval applies to the documented scope.
What is system certification?
System certification considers the defined combination of products, interfaces and functions under a relevant programme. Combining individually certified parts does not automatically certify the resulting system. Check integration conditions and whether the complete assembly needs further evaluation.
What is a product certification assessment?
It is the evaluation used to decide whether a product meets the requirements of a particular certification scheme. The relevant tests, construction review and ongoing controls depend on that scheme. Safety certification and performance verification should not be described as the same service.
What are UL standards?
UL standards set technical requirements for defined products, materials or systems. Standards development and certification are distinct: a published UL standard is not itself a certificate for a product.
Select the correct standard and edition for the product and intended use. Other competent certification bodies may assess against a UL standard, but their certification uses their own authorised mark, not automatically a UL mark.
Are UL certifications recognised internationally?
Recognition depends on the particular mark, certification scheme and destination. UL offers marks with different geographic scopes, including US and Canadian variations. A mark accepted for one market does not automatically establish conformity for every other country.
Check the certification record for the assessed product, requirements and permitted use. Do not infer that a safety certification also covers every performance or reliability claim.
What should you check on a UL-marked product?
Verify the actual certification rather than relying on a logo alone. Important checks include:
- The product identity and certification record.
- The scope, ratings, installation conditions and any limitations.
- Whether the supplied construction is covered by the certification and its follow-up arrangements.
Can UL evidence support an EEA conformity assessment?
Relevant test reports and design evidence may be useful, but they must be checked against the applicable EU requirements. A UL certification does not replace CE marking where it is required. Differences in standards, ratings, installation assumptions or documentation may need further work.
How does UL certification differ from CE marking?
UL certification is a third-party scheme with a defined scope. CE marking is required for products covered by the relevant EU legislation and is affixed under the manufacturer's responsibility. Some CE assessment routes require a notified body; others permit the manufacturer to assess conformity without one.
Does either marking automatically cover the other?
No. Review the product against each market's requirements. Existing evidence may reduce duplicated work, but it does not remove differences in assessment routes, technical requirements, declarations or marking.
Are US requirements uniform everywhere?
US requirements can involve federal rules, state and local codes, installation conditions and contract requirements. A product's certification should therefore be checked against its intended location and use.
Coordinate with the relevant authority having jurisdiction where an installation requires acceptance. Identify the required certification scope early, so that product design and documentation support the intended application.
How do you obtain UL product certification?
Provide the product specification, drawings, component information and other requested records to the certification provider. Agree the applicable standard, evaluation scope, samples and test programme before the assessment begins.
The provider evaluates the evidence and resolves any findings with the manufacturer. If the scheme requirements are met, certification and permission to use the relevant mark can be granted. Maintain the required production controls and follow-up arrangements afterwards.
Who can authorise the use of a UL mark?
Permission to use a UL certification mark comes from the responsible UL certification programme. Another NRTL can certify within its own recognised scope and use its own mark. Accreditation or NRTL recognition alone does not authorise an organisation to issue UL marks.
What is the key distinction for your project?
Treat UL certification and CE marking as separate requirements to plan and evidence. Define the product, intended use and target markets before selecting the assessment route.
For CE marking, the manufacturer demonstrates conformity with applicable legislation, not simply with a selected standard. Notified-body assessment and production controls depend on the relevant act and procedure; there is no universal exemption from factory assessment.
For a UL certification, check the specific scheme, mark and follow-up requirements. Component Recognition has conditions of acceptability and does not certify a complete end product. A documented gap review shows how existing evidence can support the next assessment without overstating what it proves.
