The revised Construction Products Regulation (EU) 2024/3110 generally applies from 8 January 2026. The transition is product-specific: products covered by technical specifications under Regulation (EU) No 305/2011 continue to follow the relevant legacy provisions until their product family moves to the new framework.

The established route uses a declaration of performance. The new framework introduces a declaration of performance and conformity. We check the applicable technical specification and transition rules before deciding which document and assessment procedure your product needs.

Harmonised technical specifications define how performance is assessed and declared. For products not fully covered by a harmonised standard, a European Technical Assessment may provide a route to CE marking. National requirements for construction works still determine the performance needed for a particular use.

We start with the product's intended use, materials and essential characteristics. We identify the applicable harmonised standard or assessment route and determine which assessment and production-control tasks fall to the manufacturer and which require a notified body.

We coordinate the necessary evidence, review factory production control and prepare the appropriate performance declaration. Under the legacy framework, this is assessment and verification of constancy of performance, known as AVCP. The new framework has its own applicable assessment requirements.

Once the relevant obligations are met, the manufacturer signs the declaration and affixes the CE marking. We prepare clear, consistent product identification, marking and accompanying information.

We also check whether the test evidence covers the product variants you intend to supply. Any gaps are identified before the declaration is finalised, so your stated performance remains traceable to the assessed product.

Where CE marking and a declaration are required, missing or incorrect information can lead to corrective action, restrictions on sales or other measures by market surveillance authorities. The response depends on the product, the non-compliance and the applicable law.

Supplying products under your own name or changing them in a way that affects conformity can bring manufacturer responsibilities. Exporting a product does not, by itself, settle who carries those duties.

Before placing imported construction products on the EU market, check that the manufacturer has completed the applicable assessment and prepared the required declaration, technical documentation and marking.

Provide the required importer identification and accompanying information, protect conformity during storage and transport, and cooperate with authorities when documents or corrective action are needed. Importers supplying products under their own name or modifying them in a way that affects conformity can assume manufacturer responsibilities.
