Your role determines your toy safety responsibilities
Not every consumer product needs CE marking. Toys are covered by the Toy Safety Directive 2009/48/EC. Other products require assessment against their own legislation, including the General Product Safety Regulation (EU) 2023/988 where applicable. The GPSR does not itself require CE marking.
The Toy Safety Regulation (EU) 2025/2509 entered into force on 1 January 2026. Most of its requirements apply from 1 August 2030, when it replaces the current Directive. We help you identify the rules and transition arrangements relevant to your product.

Manufacturers are responsible for the safety and conformity of their toys.
Assess the hazards before placing a toy on the market. Complete the applicable conformity assessment, prepare the technical documentation and EC declaration of conformity, and affix the CE marking once conformity has been demonstrated.
Keep the technical documentation and declaration for ten years after the toy is placed on the market. Maintain procedures for compliant series production and provide the required identification, contact details, instructions and warnings in the appropriate languages.

Importers must verify conformity before bringing toys from outside the EU onto the EU market.
Check that the manufacturer has completed the conformity assessment and technical documentation, and that the toy has the required marking and accompanying information. Provide your importer details as required and ensure that storage and transport do not compromise safety.
If you have reason to believe a toy is non-compliant, do not place it on the market until it has been brought into conformity. Take the required corrective action and inform the relevant parties and authorities where necessary.
Selling a toy under your own name or trade mark, or modifying it in a way that may affect compliance, can bring manufacturer responsibilities. We review your supplier documentation and clarify the work your role requires.
Distributors must check the required marking and information before making toys available.
Verify the CE marking, traceability details, instructions and safety information. Check that the manufacturer and importer have provided their required details, and follow the appropriate storage and transport conditions.
Do not supply a toy you believe is non-compliant until the issue has been resolved. Keep the relevant supply-chain partners informed and cooperate with corrective action and the authorities when required.
Own-brand sales or changes that affect conformity can make a distributor responsible as a manufacturer. easyCE reviews the product documentation, identifies missing evidence and prepares the agreed compliance work.

CE marking for a smart drinking bottle
easyCE supported the conformity assessment and prepared instructions for a smart bottle designed to store and dispense drinks. The assessment also considered its communication with a compatible water dispenser.
CE marking for an illuminated outdoor sign
easyCE supported the conformity assessment, including risk assessment, for an illuminated sign used in garages and other information displays. The work addressed the electrical product and its intended environment.
CE marking for a smart water dispenser
easyCE supported the conformity assessment and prepared operating instructions for a water dispenser used in private and public spaces. The assessment considered its cooling, boiling, filtration, cleaning and carbonation functions.
Toy safety assessment for wood-plastic composites
easyCE assessed wood-plastic composite materials intended for consumer products and toys. The work addressed chemical migration and restricted substances, with reference to DIN EN 71-3 and EN 71-9, and documented the assessment. Material assessment alone does not establish that every product made from it is compliant or requires CE marking.
CE marking for automatic cat litter boxes
easyCE supported conformity assessment and prepared a declaration of conformity ready to sign for an automatic cat litter box. The project addressed electrical safety with reference to EN 60335-1, electromagnetic emissions with reference to EN 55014-1, and protection against unauthorised access through the Wi-Fi interface.
CE marking for wooden wall clocks
easyCE prepared conformity documentation and a declaration ready to sign for wooden wall clocks with electrical components. The project used a structured assessment of hazards and materials, including the restrictions on hazardous substances in electrical and electronic equipment under the RoHS Directive. The assessment used EN ISO 12100 as a method for identifying hazards.
CE marking for electric facial cleansing brushes
easyCE supported conformity assessment and prepared a declaration ready to sign for water-resistant facial cleansing brushes with LED technology. The assessment covered intended use, foreseeable hazards, water resistance and electromagnetic emissions. The project referred to EN ISO 12100, EN 61000-6-3 and EN 614-1 when assessing the design and supporting documentation.

Frequently asked questions
Does jewellery such as necklaces or earrings need CE marking?
Ordinary jewellery does not require CE marking simply because it is sold to consumers. CE marking is required only where specific legislation applies, for example to a product that is a toy or contains electrical or radio functions.
Which chemical restrictions apply to toys?
The Toy Safety Directive sets restrictions for substances used in toys. The applicable limits depend on the substance, material, intended age group and foreseeable exposure. Other legislation, including REACH, can also apply.
Review reliable material information and relevant test results rather than relying on a generic supplier declaration. For example, certain toys intended for children under 36 months or to be placed in the mouth are subject to a formaldehyde emission limit of 0.1 ml/m³ for resin-bonded wood toy material. Other materials have different limits. We identify the requirements and evidence relevant to your product.
Does furniture, including children's furniture, need CE marking?
Ordinary furniture does not generally require CE marking. Children's furniture is not automatically a toy: the product's intended play function and characteristics determine whether toy legislation applies. Electrical or other regulated functions can trigger separate CE requirements. Product safety duties still apply where CE marking is not required.
